it's a good idea to use some sort of protection if your luggage is going to come into contact with you bodywork.
the constant rubbing of the luggage against the bodywork can leave the paintwork damaged so prevention is better than cure.
loads of companies make these blankets, they're available from all bike shops or on-line, they're faily large and are easily cut to size. _________________

I use a cutdown camping roll mat. Works a treat under my panniers. |

I use an old towel under my panniers on the lambretta ........comes in dead handy when you need to wash your oily hands instead of dirtying the nice clean towel
On a Gts I've still to work out how to make the panniers sit well without looking like wings The grab rail gets in the way
