try a tyre shop, a michelin one, and check they can balance scooter wheels, all the local bikers use the tyre shop i use, the owners race bikes

my scooters in the shop getting its first service also agreed a fee for him to take the wheels off so i could get them painted so thought id get pilots put on i can get them for £47 to my door but he wont fit them but he will put my sava ones back on as that was the deal then charge to balance them wtf

sounds like he doesn't want to fit tyres he hasn't sold......... 
some folks can be like that, but you can always vote with your wallet and take the scoot elsewhere next time, the future is for dealers who try to please the customer (within reason obviously, shagging the dealers wife while waiting for the scoot to be serviced is a few years off yet )

yes i think so but the people iv sent there and am also ment to be painting a scooter for him half the price to the price he got from somwere else one way street with them my tyers are off hes going to be puting them on so why not put the ones i want at the rite price i would have gave him somthing extra but think this will be the last my nearest dealer from him is in dundee iam in glasgow so he thinks he has us by the b.... but i,ll be naming him sooooooooooooooon

Any car tyre shop should be able to take them off, then ask him for a price just to fit and balance, I'm assuming you want him to fit them because he can do the balancing.
Got to admit, he sounds like a right nob. (i'm being polite)
