ok, using 4 of the straps featured **HERE**CLICKY LINK** and off cuts from these straps we can make a secure footwell luggage retaining system.
2 packs of straps gives you 4 straps
each strap is 250cm long
pictured are the straps cut to suit my luggage
there are:-
2 straps for the small 25 litre canoe bag cut to a fininshed length of 87cm
2 straps for the big red 35 litre bag cut to a finished length of 120cm
once straps are cut to length these straps can be made from the offcuts, all ends sealed over a flame to stop fraying.
1 underfloor strap 90cm long with 2 loops sewn into end finished length 70cm
2 cross straps 40cm long with 2 loops sewn into end finished length 25cm
loops should be large enough to squeeze the buckle of another strap thru, copy stiching of the cam buckle when sewing loops.
underfloor strap in position (blue strap is just there to hold it in position for the photo  )
.......and as seen under the scooter floor
bottom bag straps threaded thru looped ends of underfloor strap (blue holding strap now gone ) .................
bottom bag in postion...........
and with cross strap in position........
top bag straps threaded thru loops in bottom bag cross straps.......
top bag in position....................
top bag cross strap fitted...........
waterproof documents case pushed under top bag straps, handy for passport control etc.....

i've ridden to rallys using this system and the riding position isn't as limited or uncomfortable as it may possibly look in the pictures, the best way i can describe it is that it is just like using the footpegs on a drag or runner and plenty of people do that out of choice.
seat can be opened for refueling and access to helmet bay.
centre of gravity is much lower and wind resistance much reduced compared with back seat or rack mounted luggage.
i suggest getting one of these to protect the toolbox door from the luggage rubbing against it **BLANKET**
